Is Africa good place to offshore banking? Any countries and banks that were stable and safe enough? I would guess Africa were a good place from the viewpoint of privacy.

It depends, it is as much the stability of the country + level of corruption by country you should look at. Personally I would not have doubts to bank with FBME in Tanzania, however, if I have the amount required to open an account in Switzerland or Lichtenstein I would go there, depending on where I live! Otherwise Caribbean banks are stable and work pretty good, depending on what banks you choose.
