Off Shore company with visa card

Looking for an off-shore jurisdiction that has no filing requirements that can be linked with a bank account that comes with full visa card.

Please let me know,

I was looking at UAE with Transferwise, But it's a little expensive, Any other options?

I must admit, I do not understand well:
What does it mean “has no filing‌ requirements“ No accounting? An anonymous company? Or what?
What does it mean “full visa card“‍ A prepaid VISA full of $$ 😉 ?
