Hi. . on this cards any one know it the account holder name is stored in the EMV-chip ?.

Nope. Only with the issuing bank

Thats good news! .‌ . so that TAX agency in that country the card is using it , if‍ they want to investigate they have to contact the issuer bank abroad and ask how⁠ is the account owner?

Tax agencies investigate s**t... only irs is proactive
But still, they start with the data‌ that is flowing in. That data will come from the bank you store money with‍ , not from the card platform you top up

Hmmm, the article he always linked to said they were caught‍ due to using US Amex credit cards. But this article sounds like they were caught⁠ by “whistleblowing”?

Well the bank is a Non-CRS-State . . .

Btw. its a regular Debitcard not a⁠ Gift / TopUp card.
