It's not evil - it's common sense.
And job of any decent government is to‌ prevent people from making at least some of bad/stupid decisions.

You can't use cars with‍ EURO 2 engines any more, you can't use lead petrol etc.

It only applies to 2-3 flights to/from Orly, I think. They have probably added additional‌ flights from CDG. Completely irrelevant, just for political campaigning.
