Looking for an offshore bank to open an account that supports the RTGS / TARGET2 system

Hello everyone,

i am looking for an offshore Bank, in order to open an account that supports the RTGS / TARGET2 system.

i found the following link that shows alle the participants of the TARGET2 system, but i need a specific list of the offshore ones :

And if there is a list of the offshore banks that supports the RTGS system.

TARGET2 is the Real Time‍ Gross Settlement (RTGS) system for the Euro currency for Eurozone member states only. It is⁠ not possible for an offshore bank outside Eurozone to have access to it. It is⁤ a bit like asking for a non-US bank or non-US territory that offers direct US⁣ dollar Fedwire clearing - it does not exist 🙄.
