Is there any EMI that accept direct PayPal payments legally?

I want to know if there is an EMI that accept incoming PayPal payments i.e. to [email protected] legally?

Most EMI's will require someone to receive the money by paypal and then transfer them into your EMI account. It is costly and not secure.
