Is Cyprus offshore or onshore country?

Wonder if Cyprus is offshore or onshore country, does a Cyprus company pay tax and can it be registered for VAT?

It is considered and recognised as onshore or more like low tax jurisdiction.

If the‌ company is registered as Cyprus resident company the company can be registered for VAT so‍ it has to pay 10% corporate tax, if the company is registered non resident (offshore)⁠ it can't be registered for VAT so it is exempted from any corporate tax.
