International payments - less scrutiny

All being equal, for an internation payment, do the accounts in the same currency trigger less amount of scrutiny rather than in different ones, with auto-conversion?
* USD (for instance) -> SWIFT -> USD account
* USD (for instance) -> SWIFT -> Local currency one
 
Is a USD transfer generally subject to a higher scrutiny, though, than, let's say, EUR or GBP?
Case by case because of correspondent relationships. At EU or UK EMIs you will definitely have the least trouble with EUR SEPA because they will have an API rail like Centrolink, Embank, Latvijas banka...

Offshore banks will probably find USD easier than EUR or GBP, however it also depends on the specific context because some (Jeton Bank for example) are actually running on EU EMIs.

At some PSPs/money exchangers it might be preferable to use local rails for the destination because they can avoid SWIFT then. With banks, I think the opposite applies
