Asking you to share your knowledge on this particular quest for a friend who has a business running in Andorra (outside of EEA)
He'd like to rely on a PSP for acquisition as extensive and inexpensive (digital items of low value sold) like Nueivi or HiPay (options without intermediaires not charging a % based fee). It should also support the local payment iDEAL as mandatory prerequisite.
To ote, he has already checked CM.com, Hadyen, Mollie, Handelsbank, checkout.com, and it doesn't match (either not supporting non-EEA, or he's just a too little fish for their taste by a short margin or he considers other services he finds too expensive over the psp fees, for instance Monei in Andorra plus not supporting iDEAL.nl anyway)

He even went as far as to mount a UAE corp with business licence, only to find out he could not access a psp w/ iDEAL from there, even though Adyen and CM.com have local branches.
