I'd like to create offshore merchant account and dont want to rely on any payment gateway. The offshore merchant account can be useable on payment page (credit cards) , how to do it?

if you do not want to use any provider, you will need to get your own MIDs (merchant identification number) = open a direct contract with acquiring banks. Considering that you post here and the question is unclear, I will presume that you are not ready to do so.
Depending on your business, you can choose specific payment providers accepting your activity.
I am afraid you will not be able to bypass the payment provider step.
