I know Estonia is easy for licensing , but does EMI such as mistertango approved it?

Crypto currency wallet will not require any license so far. If you want to run an exchange it's different an Malta or Estonia license may be right for you.

It depends on the type of wallet he wants to run though.

Non-custodial wallets require no license basically anywhere, however custodial wallets will require a license in most countries in the EU soon enough.
