How exactly is Luxembourg a tax haven and why is it so popular?

I was reading an article saying that Luxembourg is basically one of the top tax havens by assets, and number 2-3 for Canadian resident's/wealthy.
I'm curious why/how this is so, it seems to have relatively high taxes for a "tax haven", moderately high corporate taxes, interest and personal income tax, what am I missing?
Why is it more popular than places with literally zero taxes?

The article is not Luxembourg specific but talks about the biggest offshore financial centers that are baiscally used by multinationals to ship profits.
