EMI that offers lots of VCCs

Looking to create a business account with an EMI that will allow to create large amounts of Visa/Mastercard virtual cards.

I have two companies that can be used for this purpose: one based in Cyprus and another one in the UK.

I know Revolut allows up to 200 cards but I'm looking to get more recommendations.
