Gov's current trend is to limit as much as possible, and possibly soon prevent anonymous purchases.
Anonymous cards are now hard to find, expensive and very limited.

So let's say Bob wants to avoid that tax authority of country(es) X (and Y) become aware of his shopping. Meaning
- what hes buying
- how much he's buying
- from what account he's paying
- if it's online shopping, where he's shipping to

In order to achieve his goal, what are Bob's do and don't s?

Can Bob do e-shopping from e-shops located in X or Y by payment card?
Or would paypal work in such case?
If not, would it be safe to do e-shopping in any third country by card? or paypal? or by other means?

And about physical purchases, can cards be used? or only cash or anonymous cards?
What are the mechanisms in case of using cards? How do tax authorities become aware that Bob is doing something they don't know and would like to know if he's paying by card in country X?
