E-Commerce License in the UAE Questions (PayPal)

Hi Guys,

Questions:

I have a legit e-commerce company registered in HK. But HK is a pain with all the paperwork and yearly audits.

For those of you who bought an "E-Commerce" license in one of the Freezones in UAE:

1. Which freezone is the best and the least expensive. RAK? Ajmam? Anyone else?

2. Did you have any problems getting a UAE PayPal account with an offshore e-commerce license? That's my BIG BIG concern.
