Countries with no public accounts

My country and some other countries registries offer the possibility to check, request or pay to view companies annual accounts / balance sheets.

What first world countries don't have these options?

The goal is to find first world countries that don't show a company is low-trading / dormant by having the option to check the books?

There are not many left where this isn't possible. I believe Seychelles and Belize are one of the few left. So there are Delaware, New Mexico and Cooks Island which I believe still not provide this information to anyone.

Another possible option is to incorporate a Swiss company, both Gmbh or AG
