There are many options available for this. Many PRO agencies are working on it they‌ know people face barriers in coming to Dubai just for minor paper works so they‍ can help you out.

You can open an account in Cyprus, it's possible to do that remote without personal‌ visit.

Otherwise use Mister Tango, LeuPay or any of the many other EMI providers around.‍
