Company Formation with Paypal Other Than Cyprus

Hi guys,

I am looking to form an offshore company with a bank account and a PAYPAL.

However, Cyprus which seems to be the choice for most people, taxes companies at 12.5%, which kills my margins.

Would you have suggestions of other jurisdictions for being able to open paypal without taxation ?

You may simply registere the company non resident so no pax apply!
