We publish free apps over multiple google and apple developer accounts. There were no issues until now, google is requiring identity verification for each developer account.

The problem is that one person is not supposed have multiple developer accounts. So our thoughts were to incorporate different companies to own these accounts.
These are free apps that do not require banking and will not make any meaningful revenues for the companies owning the apps. What is the best service provider to incorporate and in which jurisdiction (lowest fees). I figure each company will need a unique nominee director and shareholder?

Here are the requirements for verification:
  • a D-U-N-S number for your organization
    We recommend checking that the information Dun & Bradstreet hold about your organization is accurate and up to date in advance of account verification being available in Play Console
  • an official document to verify your identity
  • an official document to verify your organization
Currently it is not clear the process of verification since this will be done in a few months but the developer company names will have to be saved in the developer account by Feb 29, 2024

D&B is the real issue here, it means you need a convincing website for each corp, as well.. I think you're looking at tens of thousands in legal expenses here.

If I may ask, why can't you verify it using those developers' identities? Or do you not have enough people compared to the number of accounts?

Cheapest option here is verifying each account as an individual from a non-sanctioned country.

Thank you for your input. We are definitely considering the individual verification but there is a ongoing discussion on how individual developer accounts will be treated differently from corporate account (more requirements needed in the future when it comes to releasing apps).

After looking at our options and different threads we are considering right now: UK corp with nominee director and shareholder. But this is just an idea for now
 
Bear in mind each corp would have to have a different physical address, and you would have to show your employee roster to D&B, etc... a lot to lose should they refuse you, since you need the number for Google/Apple to accept you. They appear to be aware of people wanting to use holding corps for this, so they are now dissuading them from doing so unfortunately.

In my opinion, it's easier to comply with requests if it's an indvidual account, since you would now have to pay for multiple virtual offices, nominees, mailbox providers, website hosting, etc... sounds great in theory, but in practice, it's money well-spent elsewhere, IMHO...
