Company domicile for an international online lottery?

Hi Guys,


we are working on an online lottery startup, which is based in South Korea. Laws here allow you to cooperate with the government and run your business privately. However we want to target bigger markets. Would appreciate to get more information on finding the right domicile and how to obtain a license.

For licensed gambling, take a look at Malta, Gibraltar, UK, Isle of Man, Alderney, and Macau primarily. Less reputable but also available gambling licensing jurisdictions include Curaçao, Panama, and Kahnawakee (Canada). Then you have the quite interesting CSL form of company in the Seychelles, which could be used for gambling.


For unlicensed gambling, there is always Costa Rica or the semi-license in Cagaya (Philippines).


A lot of Asian-facing gambling sites are based in Macau and Cagaya.

I believe the licenses are controlled by First Cagayan - First Cagayan Leisure and Resorts Corporation


Make sure you familiarize yourself with the law by hiring a lawyer. There is a pretty complicated legal structure in Cagaya and not everyone agrees that what they are doing is legal, but no one is doing anything significant to stop it.
