Can you guy create a Stripe account if you not in their supported country?

I want to use Stripe for my Shopify Store.
I'm stuck with Paypal right now and it's very inconvenience for customers.

that would kind of defeat the purpose of an offshore company, as per the actual name of this forum, i strongly feel that he was talking about starting a offshore IBC / LLC and then somehow opening a banking account that would allow for Stripe regsitration.

Im thinking maybe BVI - British Virgin islands since it´s technically UK ish maybe they would let you open ? annybody knows ?

BVI is accepted by most European payment processors and merchant account providers. It's not a big deal.
