Maybe so that is why he tried for Comoros as that was an official endorsed program at that time. Yes in a few years the govt of Comoros became suddenly aware we might be selling our passports too cheap and admitted that someone was issuing false passports which they later denied from being renewed. Similar story with St kitts passports which were issued earlier on no birth place on them and withdrawn later from being renewed or recognized on world anger over this︀ matter. That is why you need to be deligent yourself when you acquire some passport.︁
Maybe he was able to get a Paraguayan passport after all but later got annulled by Paraguayan govt due to US govt getting involved and all these news on a quick google and YouTube search.
