If hackers wanted to steal billions of dollars worth of bitcoin and mixers and tumblers werent enough to launders like 15 billion dollars or more of bitcoin, how could this vast amount be stolen and "cleaned"?

But we already saw it’s not a big deal to handle big amount of “dirty” btc. In fact, eventually all btc will be dirty, as per chainalysis definition.
