It's still some money you need to have bound in the country of your choice. As we have discussed in some of the many threads already, you won't look for these options unless you have at least 500K in profits a year.

Russia is launching its own Golden Passport program this year:
Although the bill is yet to be confirmed and no exact timeline is known at the time of writing this article, a consensus seems to exist on how the program is going to function. One of the ways to obtain the Golden Visa would be an investment of RUB 30 million (USD 400,000) into either Russian Government bonds or real estate. Another path would be a foreign direct investment of RUB 10 million (USD 135,000) to establish a business and employing at least 10 local people in the business. The latter would be one of the cheapest methods for obtaining a Golden Visa among countries worldwide.

Regarding citizenship by investment, I have read that you can either start a new business or invest in an existing Russian business to qualify. The business must generate 10 million rubles in taxable revenue each year for three years. I have also read other articles stating that there is no Russian citizenship by investment program. Perhaps the Russian government eliminated the CBI program in favor of a Golden Passport program.

Second, the article said "Successful applicants are expected to gain a number of rights similar to the citizens of the country alongside simplified procedures to work and reside in Russia."
Third, I wrote "It is such a good feeling to see some people considering Russian citizenship and compulsory military service..."

What this "argument" was why I called it as a citizenship program instead of a Golden Visa while it is just a residency offering quite a lot of same rights as citizenship.... My opinion remains the same: too many wealth and tax reporting requirements, foreign exchange controls, blacklisted Russian financial institutions, possible military service etc etc. I would steer clear off this Golden Visa

Ask the stupid journalists who are using these and mixing them up carelessly

Imitially the Spanish and Portuguese immigration professional started to call and market their residency-by-investment programs as Golden Visas, and later the journalists started to use the "Golden Visa" expression for citizenship-by-investment programs which of course is false as visas have nothing to do with citizenship...

Well, I guess the cheapest are those where you buy a property or make a bank deposit. Assuming the property is at market price it is technically not a cost.

In Egypt you can get citizenship by buying a property for at least 300k USD, in Turkey for 400k USD.

In Egypt and Turkey you can also get it by making a bank deposit of 500k to a local bank. But for Egypt you have to convert to local currency hold it for three years and you earn no interest, which sounds like a very bad deal given that the EGP is plummeting.

Then we have the Caribbean ones, where I think Dominica, St Lucia and Antigua are still at 100k (plus lawyer and other fees) to get citizenship, but they are planning on increasing the cost.

Vanuatu citizenship costs 130k USD.

Comoros islands used to have the cheapest official citizenship by investment program at 45k USD, but they have suspended it.

But then unofficially in many African countries with some connections, it is possible to get citizenship for much less. The Lebanese community in various African countries usually know the ropes around this.
