It is. You need the address of the receiver in order to send payments. Otherwise you can't send it particularly to that person. But the best thing about bitcoin is, it is the safest payment method in the planet right now.
 
Bitcoin was so easy to access in our country and I've been mining it before( when the exchange rate to dollars was really high ). Now I'm only buy and selling them but I think right now, Bitcoin is the safest way to pay online and it has a very secure and tight privacy.
