I read about Mauritius that they have law "if you have a permanent home then you are tax resident", but in practice, they don't give tax residency if you don't actually live there.
My country Belarus asks me to be resident somewhere. I can live there 0 days, and if I can't present tax residency certificate, then I'm considered tax resident.
