Hungary might have a good legislation but you will run into lots of problems with the banks, especially OTP Bank. They will not be helpful at all, so you might want to consider the other jurisdictions as they might have a better banking system.

Belize is more "flexible" in terms of regulating companies, especially when it comes to card issuance. Also, Belize doesn't have geographic restrictions for onboarding clients (as long as they are not from Belize). It can be an ok jurisdiction depending on how you use it.
