    Anonymity isn't an option. Wyoming doesn't seem as favorable as Delaware. Registering in the USA seems like a bad idea in general.

    The Simplex account seems pretty useless so far. I'm impressed with Bankera. Transactions are received and sent quickly. KYC takes a long time but once everything is set up it seems to work smoothly.

    Yes, they can. Just sign up for an account, upload your document, and then see if they will notarize it. You don't pay until after they've notarized the document. So there's no harm in trying. If they can't notarize it then you won't get charged.
