If it is an exchange you will not have a card, what you look for is Xapo which is not an exchange. There are more sellers around here with such cards @AlexPCS and @Wallester are only two of the many.

It's not worth it, there are better options if you want to live in a civilized country i.e. Switzerland, Portugal, Bulgaria etc.
