    You could bring more than 10k but you just need to declare it. Rarely does customs even ask how much you have on you. Ocassionally I come across annoying customs agents who question even 4,000 in cash. So I quess it depends on the country you are visiting and your luck.

    I agree. Governments don't need direct access to the funds in the cook islands. If they know you are the owner they will force you to take the money out yourself to pay them or just throw you in a cell until you do. There are many cases in which that was true.
