It seems to me they've passed these laws just to comply with OECD and EU while in reality they don't enforce them. I have a feeling that all of these stupid laws will be nuked from the orbit as soon as EU collapses (which will be sooner than you think). That being said I would go for a BVI...

This largely depends on the type of website and/or content you want to publish.
You need to go through each and every single thing necessary to host a website and identify the weak points (TLD, domain registar, network, ...)
i.e. it makes no sense to host a website on some remote island which...
You will have a much better reputation if you incorporate a UK Ltd.
You can set up a branch office in a country of your choice and request TNR (treaty non resident) status from HMRC. Keep in mind you will need a local director.
