    sorry to say but even with physical substance Bank of Cyprus won't take a Delaware company. It's a tax-free state and right now to accept a company incorporated in a tax haven jurisdiction you need to tax register your company somewhere where corporate tax applies

    You can also consider a Cyprus company. The taxation is quite favorable (12.5%) and also offers the anonymity you wish as the registrar of companies only shows the nominee shareholder

    Hello, Cyprus EMIs are quite strict with the "physical presence" requirement so it will be hard to work with a non-Cyprus resident. Cardpay is a bit more lenient as long as the beneficiary is Russian or from CIS countries
