    They will ask for a tax id but wont necessarily require proof of tax residency. They will require proof of domicile though like utility bill or rental contract or bank statement.

    you can resend the transaction with higher fees, but you need to use a wallet that support the RBF "replace by fee" option. I remember doing this with Electrum long time ago, check advanced settings on your wallet if they have that option.
