Also, I took a look at the oecd.org website and see that Swiss and Brazil has no activated exchange relationship. Or that doesn't matter? EDIT: Yeah I took a the website and it doesn't show any relationship of exchanged between Cuba and Swiss nor Brazil.- Jay Jay

Okay, what about this: What if you are NOT a USA resident, but the country you are from is under the fatca list (Brazil for example) and you open a Bank account in Switzerland and Seen that Switzerland will report to the USA, will the US in turn report to Brazil? Why I would care if bank reports me to my home country?
