    I have seen similar cases with stateless Syrians. The only option is to do an African passport first, that your friend has ID and birth certificate is good start. You can definitely forget about Antigua or Vanuatu with no first passport.

    gauging from your responses, your best option would be UAE visa. Super cheap, super fast - you only need to visit once every 6 months to maintain it. For a 2nd passport, Vanuatu is the only option for Russians now, it can be done in 2-3 months or there are some less-legal options too..

    exactly, and you only need to renew the residency after 2 years, so technically the first two years you can come 2 weeks before renewing it. You would get the citizenship & passport in the 6 or 7th year
