    This is a good news. There is a problem here because they cannot remove the credit or debit card fee because the banks charge a percent or two for every transaction. And I am yet to see any authorized announcement from PayPal on this.

    Yes it is frustrating to get those scam mails from time to time. Sometimes it is too complex to tell the difference. We have to remember that PayPal would never send you mail to verify or update your account and they will ask this things only when you log in to your PayPal account.
