This is particular for freelancers? I mean, you could incorporate a company, get some connections and apply for a business visa somewhere. For the list: I can't recommend Germany. A lot of bureaucracy, high taxes, high rental costs (unless you wanna stay in the countryside or small cities).- Naka

Hong Kong is a trap, a fake good offshore jurisdiction
So far I know Bridges, which seem to be good. You can look for "Bridges HK". Not really sure how they are compared to other. I just know some people who are working with them.
