Netherlands. To setup a BV (Ltd) cost you 500 euros and 5 days. Comes with a VAT # automatically. Be prepared to pay corporate taxes (15% for the first 245,000 and 25% above) as dodging this is quite hard. Banks will work with you, but as long as you allow them to KYC you.
