Yes they do but they have charge a decent setup fee for dedicated IBAN. Don't know much about that but they have very nice customer support and respond pretty quickly. However I heard complaints about them being very slow with wires. Perhaps somebody here has more information on that.

They actually have very good support. Try contacting them via live chat directly on their site. Sometimes they respond to you within minutes but it can also take hours if they are too busy.

How does that protect you from chargebacks? Just because you withdraw the money from PayPal it doesn't mean that you can't get chargeback. You will have negative balance, PayPal will keep asking you to pay it and if you don't they will send debt collector to your house.
