New to offshore company, need setup without passport!

Sorry for my stupid question and bad UK. I need to setup a offshore company not using my passport and phone bill, can you say me how I can do that?

I'm on low budget max 2000 usd ready to spend.

how can I hide my name?

Agree with Admin. Without basic ID you will not get very far in terms of company formation, but when you come to banking arrangement it will become even more difficult.
