Personal bank account

Good day!
Propose to discuss about personal accounts.
Main requirements for me: 1) remote opening 2) debit cards 3)opening for a non-EU resident.
Making research I have found only CIM Bank and Ameria Bank (Armenia).
Most offshore banks do not provide cards and require minimum deposit starting from 5000 USD.
Any suggestion?

Try terabank in Georgia.
For business you need introducer, but if I remember well for personal no need.
They get high limits ATM card

CIM and Ameria - absolutely no.
As I know about Serbia - you need to set up a representative office there. Then you can try. But you need an agent for this.

Ok, well , I know that I have accounts opened remotely, but I was an introducer at a time.

No, no. First of all this is not a bank. The second - at the moment they can't provide cards, and I think will not able do this in future.
