Saving account in EU

I know I can open ING france also online but they ask to send them papers via post office, which is not good for me to open multi accounts.
but i will try ING Lux, maybe it could be different.

You can open a -bank account- remotely at:

HSBC.fr (you get a credit card, account costs e8 p/m)
ComDirect.de (free, only meastro card, but savings account and broker account included)

I can't open an account in these banks because I am not resident in EEA (Europian Economic Area).
