if someone has an offshore bank account but doesnt have that much movement, will the bank shut down the account or not? they use their debit cards every now and then like 2 a month. what will happen to the bank account?

It depends what bank you are open the account within, some of the banks have a monthly fee for the account + a fee if you don't use the account much, typically 20 euro or so.
