Looking for an offshore solution

Hello, I am currently a resident in Israel, I have a big sum of money on my paypal account, since I am travelling a lot and not even staying in my country I am looking for a country to register my company and minimize tax expenses.

Things to keep in mind:

I will be needing a paypal account in that country.

I will be needing a bank account in that country.

My services are non-tangible advertising services and my clients are from worldwide locations, majority of whom are from USA.

I offer 2checkout and Paypal separately meaning if someone doesn't want to deal with 2checkout they can go directly pay through Paypal to me.

I thought that you could use paypal in any country. Can't you use paypal for BVI, for example?

Reading some posts in this Forum I see that Seychelles might not be the best option as it cannot deal with 2checkout and paypal. I appreciate the answer of @Internationaloff, but I'd like to know if there are more alternatives. Why not UAE for example?

UAE is a good choice, but can be expensive.

Go for a Cyprus company with Cyprus banking and Cyprus PayPal account. I actually own such a setup and it works just perfectly fine!
