What is best jurisdiction or region in UAE for company?

I want to know what is the best and cheapest region or jurisdiction in the UAE for getting a Company setup without to pay tax!????

I have a simple online business selling services. I don't want to go there and I don't want to speak with anyone there just get a Company registered there in privacy.

Can this be done?

do you sell apps on google play or use paypal? if not maybe you not need a bank in UAE for you company
