Easy to open online non-Euro personal bank account

The Atlantico Bank in Portugal: I think it's around 9EUR/month. You'll have an EUR account but can ask for a USD account as well.

DukasCopy (CHF and USD) in Switzerland: free if you hold 40 "dukas coins", which is a crypto token they mint, that's around 50~60USD. No maintenance as long as you keep those coins (may have changed, it's been a while since I used the account).

they only do personal accounts right? is it difficult to get an account there?

They are quite strict with the KYC process and require live video calls to see your passport and sign the papers. So, it may take a few days because they operate in Swiss time zone and you need to be available during that time for the call to happen.

Other than that, I have the suspicion that they don't want to deal with US citizens, as multiple times they have asked if I was a US person.

What made me stop using the account is that they assign a maximum quarterly value that you can receive in the account that is based on the proof of income you provided when opening the account (eg: you earn $1.000 then they assign you a quarterly maximum of, say, 3.000$ plus something). You can request an increase, but at the time I was planning to increase my income by 3x and I didn't have a way to prove it in advance. So I had to switch to another bank.
