ABA Bank in Cambodia
Acleda Bank in Cambodia
Maybank Cambodia

Too many of that banks are not a retail banks.

Bank of Africa (Madagascar), you can even open an account in your dog's name if you give the equivalent of €10 to the banker.

You don't even need a passport if you meet on site. But personally, I prefer to avoid this type of bank.
