Hello,

I'm looking for advice on finding a country (EU / non-EU) and a bank that allows money transfers between the EU and Russia, both incoming and outgoing.
Specifically:
1) Can receive transfers from the EU without issues
2) Can send transfers to Russia without complications

Thanks for your help

You can use crypto to make the payments.

Your Russian counterparty will be able to withdraw it to their bank account.

Just use otc crypto desks in Russia (there many of them ) , they will also handle the bank transfers for you inside Russia . Just watchout that you don't get caught by Blockchain analysis

Belorus and Kazachstan are in a customs union with Russia, so you still can run RUB accounts.
Banks:
I would suggest Freedom Bank, Kazachstan. Фридом Банк
They also branches over many countries.
With the recent introduction of 3rd party sanctions and sanctions of the central exchange, bank spreads for USD/RUB have gone up to 10%.
Spreads for cash are even higher.
Beware that receiving money in Russia from abroad that is not declared as income for services/goods, violate Russian capital controls.
Crypto is allowed when used for trade.

Crypto:
USDT seems to have smaller spreads when traded via Telegram crypto P2P and a Russian account.

You only have crypto at your hand which can be used for international worldwide transfer of money these days.

In general crypto. also can use VTB Shanghai (but open accaunt there is pain in the a*s) , if talk about europe than Serbia some how still working, another option is countries such a Armeina, Kirgizstan, Kazahstan but there some issue.
