Renting "throwaway" apartment in UAE - does it work?

Sadly you don't get EJARI for it. UAE banks accept only EJARI - an officially registered tenancy contract - or hotel tenancy agreement. So these options are pretty straightforward yet some may find it expensive. Thing is that you can buy a tenancy contract for one-time use from myriads of Consulting agencies which sell them for AED 2000.

I haven't tried it, but you may. Just make sure you ask for some Utility bills as well.

I wouldn't trust them. Probably they create them in PhotoShop. The risk for them is very little.
 
Isn't there no chance to check if some of it is real or is all plain scam ?

Of course renting an apartment on a fake contact is a plain scam. But there should be enough nice dudes with lower income that will let you stay at their place for a night or two with a long-term rent contract for low amounts. This way, you know what is going on.

You would be absolutely right not to trust them, however, they sometimes do play "clean" in the sense of doing what they're asked to.

As I understood they buy/rent ramshackle apartments in suburbs where all the construction workers live. Then they amend the tenancy contract chipping you in for a price of government fees for modification of the contract + their commission.

I heard there's a way to ask someone who owns/rents an apartment to write a letter to the govt. saying that he's friends with you and allows you to live there. Haven't checked tho.

What a bout a simple virtual address like clevver it offers, worked for me in 3 different EU countries, they don't check the address when you sign off in your home country. Took me 2 min and costs 40€ easy going.

Yes, that's what they tell you.
But PhotoShop is even cheaper and they can charge you the same.

There is no such thing as a "letter to the government". It's all digital services.
