Generally, @leeman , as mentioned here Serbia will report to crs ? What bank to choose from serbia?, non-AEOI/CRS countries are usually “not so digital” (exceptions may exist). You will have better chances if you have a will to travel.

How does iCard work, like any other EMI i.e. Wise and Revolut ? 1 - 2 EUR transfer fee is okay for me.
Icard reports under CRS, its an EMI in Bulgaria and under heavy scrutiny from the local regulator
